Zionsville Plan Commission OKs plans for 2 new neighborhoods

The vast majority of the Zionsville Plan Commission’s regular meeting Oct. 19 revolved around a pair of new subdivisions in development — Vonterra, off Zionsville Road, and Oxford Woods, off U.S. 421.

Following discussion on a number of issues, both subdivisions had their development plans and primary plats unanimously approved by the commission.

The Vonterra development petitioned for its 110.766 acres to be divided into 107 lots and rezoned to the R-2 Rural Single and Two-Family Zoning District. Approximately 55 acres of the land will be given to the town for a new park with more than 1,000 feet of trails.

Speaking on behalf of Ryland Homes and the Vonterra project, attorney Mike Andreoli said the area’s drainage issues raised have been resolved and assured commissioners the subdivision can be served with water and sewer lines, although it is still to be determined how they will tie into the town’s system.

The largest point of contention was a second entrance into the park and subdivision that’s being proposed for emergency vehicles only. Ultimately, Ryland agreed to build a second entrance for emergency vehicles if it’s determined to be necessary within five years of Ryland turning the land over to the town.

The Oxford Woods project is on 17.24 acres of land, which will be divided into 20 lots and rezoned to the R-SF-2 Single Family Residential Zoning District.

The biggest concern from members of the public who spoke on the project was the cleanup of a dump site previously on the land. Brian Stumpf of Estridge Development Management presented plans to the commission for preserving trees and creating optimal draining and assured the public that cleanup of the dump site was already underway. Environmental testing has been done and no contaminants were discovered in the area, he said.
