Presley Boulevard construction to affect Pleasant Street traffic

The City of Noblesville is beginning the first phase of construction for the Presley Boulevard extension next week. As a result of this work, traffic will be impacted on Pleasant Street for a short period of time as a roundabout is constructed. The work has been separated into three continuous steps with a fourth coming at a time to be determined:

Step A – On Aug. 10, Pleasant Street traffic will be shifted to the two lanes north of the median to complete the downstream pipe crossings/connection. This is expected to last, at most,  six days.

Step B – Immediately following the completion of Step A, Pleasant Street traffic will be shifted to two lanes south of the median to build the north half of the roundabout. This work is anticipated to take 45 days to complete.

Step C – A 14-day full closure will take place on Pleasant Street for construction of the south half of the roundabout from Mercantile Boulevard to Union Chapel Road. A detour route will be posted utilizing Mercantile Boulevard to Town & Country Boulevard to Union Chapel Road.

Step D – At a later time, Pleasant Street will have three consecutive 9 a.m. to 3 p.m. daytime closures for asphalt surface and markings. Flaggers will be available at the day time closure to assist in directing traffic.

Advance notice signs and/or message boards will be posted prior to the traffic shifts and closures. Access will be maintained to all homes and businesses throughout the construction process.

Presley Boulevard will run parallel to Ind. 37. It will connect Pleasant Street to Ind. 32 with roundabouts at each end when completed in 2016. The first phase is expected to cost $2,150,000.

“Presley Boulevard will be another opportunity for motorists to access commercial development and retail stores. I know Union Chapel Road, which also has helped alleviate traffic on Ind. 37, has seen 5,000 cars per day since it opened,” said City Project Manager Jim Hellmann.

The second phase is the roundabout at Ind. 32, which will be overseen by the Indiana Dept. of Transportation. Hellmann said that project is expected to go out for bid in November with construction in late spring 2016.

“We have to have our roundabout in place because Pleasant Street will be a detour route when the state is working on the other roundabout,” Hellmann said.
