Officials from Noblesville, J.C. Hart and Republic Development broke ground April 14 on East Bank, a new $47.9 million mixed-use project along the east side of the White River, which includes 219 apartment units, 5,295 square feet of commercial retail space and more than 295 parking garage spaces.
