The City of Noblesville recently released its year-end annual report. The report details major accomplishments from every city department and within the community during 2016, and each week, Current in Noblesville will be highlighting a portion of the report. EXECUTIVE SUMMARY

Noblesville City Court constitutes the judicial branch of city government and is a court of limited jurisdiction, which handles city ordinance violations, parking violations and infraction violations.

In 2009, the court began receiving tickets from the City of Westfield Police Dept. In the agreement, Noblesville retains 50 percent of all fines assessed and collected.

Types of cases heard in 2016 included: driving while suspended, speeding, work zone violation, noise ordinance, probationary license, child restraints, seatbelts, soliciting, expired driver’s license, equipment violation, learner’s permit violation, littering, lighted material violation, no valid license in possession, false/fictitious registration, animal violations, failure to yield to emergency vehicles, passing school bus while loading or unloading and operating without financial responsibility.

NEW JUDGE

Noblesville City Judge Gregory L. Caldwell passed away in 2016. The Honorable Judge Caldwell had served as the judge of Noblesville City Court since 1992.

On Dec. 7, 2016, lifelong Noblesville resident S. Matthew Cook was sworn in as the new city judge. Cook was appointed by then-Gov. Mike Pence and will fill the remaining four-year term of Judge Caldwell. Cook was the Noblesville High School valedictorian in 1987 before traveling to Bloomington to earn his business degree and later his J.D. from the IU School of Law, where he was named to the Order of Barristers. He and his father run the law firm, Cook & Cook, on the downtown square in Noblesville. Cook is a member of the Hamilton County and Indiana State Bar Associations and is admitted to practice before the United States District Courts for the Northern and Southern Districts of Indiana.
