The City of Carmel has a very aggressive construction schedule for 2017 and it will be important for drivers to plan ahead to make sure regular routes are available. If not, plan a detour route before leaving home.

Culvert Lining Projects

As Part of the 2016 approved bond project program, the City of Carmel has been replacing and lining culverts as needed. Although two of these projects were initially proposed for March, they have been pushed back to April for more planning. One is Lakeshore Drive East culvert replacement (just south of 106th Street), which is anticipated to be a 14-day closure. The second is 106th Street culvert replacement (Michigan Road to Shelborne Road), which is anticipated to be a 14-day closure.

Greentree Drive Culvert Replacement

This project is anticipated to begin March 20 and includes the closure of Greentree Drive just north of 9644 Greentree Drive. Access to the neighborhood will be 96th Street for any address south of the closure and from multiple other sources for addresses north of the closure. The closest access is Inverness Boulevard to Greentree Drive for addresses north of the closure. Drivers can anticipate minor and temporary inconveniences as contractors access the work area for installation of the improvements and for deliveries. Drives and approaches will remain accessible at all times. This closure will be in effect for seven days but no detour route will be in place. The project will be substantially complete and opened to traffic by March 28.

126th Street and Gray Road Roundabout

This project involves the construction of a partial two-lane roundabout at the intersection of 126th Street and Gray Road. Dual lane entries and exits will be along 126th Street while Gray Road will have single lane entry and exit. There will also be a 10-foot wide shared-use path constructed along the west side of Gray Road throughout the intersection. Sidewalks within the construction limits will be replaced where needed. The project is anticipated to be constructed during a full closure starting in or after March 15.

Detour Route: Use 146th Street and 116th Street for east and west traffic. Traffic going north or south should use Keystone Parkway and Hazel Dell Parkway.

136th Street and Gray Road Roundabout

This project involves the construction of a single-lane, three-legged roundabout at the intersection of 136th Street and Gray Road. There will also be a 10-foot wide shared-use path constructed along the west side of Gray Road. The roundabout will shift the intersection slightly to the southwest corner to avoid major impacts to properties located along the east side of Gray Road. The existing intersection is currently signal-controlled. The project will be constructed during a full closure starting  on or after March 15.

Detour Route: Use 146th Street and 116th Street for east and west traffic. Traffic going north or south should use Keystone Parkway and Hazel Dell Parkway.

A Main Street drainage improvement

A Main Street drainage improvement project from Guilford Road to 4th Avenue SW will result in a lane closure impacting eastbound traffic heading into the Arts & Design District for approximately four weeks (weather permitting) beginning on or after March 15. The drainage project on the south edge of Main Street will include adding essential curbing to improve the storm water management in the area. This will result in a closure of that southern (eastbound) lane.

Detour: Motorists will be directed to use detour routes of 136th Street or City Center Drive. Westbound traffic will not be affected during this closure, as that lane will remain open.

126th Street Improvements between Range Line Road and Keystone Avenue

Construction began on or after August 1, 2016

Road improvements have been underway, including multi-use paths and storm water management. Westbound traffic will be maintained on the southern-most lane (usually for eastbound traffic) for the duration of the project. Utilities have been relocated underground. Eight-foot wide multi-use paths will be installed on both the north and south side of the road. A median dividing east and westbound traffic on 126th Street will include curbs, gutters and storm water drainage. This will create a two-lane boulevard along this section of 126th Street. An important roundabout has been partially installed at Kinzer Avenue that will be shifted to the south from the center line. This roundabout will have a stub street heading south for an anticipated future connection to Carmel Drive. The 126th Street project is anticipated to last until summer of 2017.

Detour Route: Use Main Street and 116th Street for eastbound traffic. Keystone Parkway and Guilford Avenue will be main routes connecting drivers to eastbound detour routes.

Spring Mill Road Improvements

Construction underway

This $8.3 million project will add multi-purpose paths to complete pedestrian connectivity, a new median in the center of the roadway and pedestrian railings to bridges.

Spring Mill Road will be closed between Millridge Drive and 106th Street for three months to reconstruct Spring Mill Road and replace a large culvert.

Construction will continue on Spring Mill Road between south of Dorset Boulevard and Main Street where the final pavement will be placed on the newly constructed street and the multi-use path.

Construction will also commence on Spring Mill Road from 111th Street to south of Dorset Boulevard.  This will convert it from a county-type road to a boulevard. This will include the construction of a roundabout at 111th Street. The section of Spring Mill Road between Pintail Court and south of Dorset will be open to one way traffic only.  The southbound traffic will be open while the northbound lanes are constructed and then the northbound traffic will be open when the southbound lanes are constructed.  Spring Mill Road will also be closed between Burlington Lane and 116th Street during the construction of that phase of the project.

The next phase of construction will involve closing Spring Mill Road between 116th Street and Pintail Court for the boulevard conversion and at the 111th Street intersection for the construction of a roundabout.

The final phase of the project will be to construct a path between 106th Street and 111th Street on the east side of Spring Mill Road as well as finishing up landscaping elements for the entire corridor between 111th Street and Main Street.
