Indiana Court of Appeals rules in favor of Zionsville allowing former councilor Jeff Papa to become first-ever mayor of Zionsville

Today, the Indiana Court of Appeals ruled in favor of Zionsville in the long battle between Zionsville and Whitestown over Perry Township.

The court found Whitestown’s arguments against the Zionsville and Perry Township reorganization to be invalid, thus putting into effect Zionsville’s plan to have a mayor.

Jeff Papa, former town council president, will serve as mayor for 2015.

Former Perry Trustee Sam Baldwin has been sworn in as a member of the Zionsville Town Council.

“We (will) immediately begin the work of implementing changes necessary to carry out the elements of the reorganization plan approved by the voters,” stated town manager Ed J. Mitro in an email to town staff.
